Material changes to English planning legislation, recorded against their primary source. Each entry shows what changed, when it takes effect and which parts of our assessment logic it touches.
A reference to “the GPDO 2015 as amended” does not state the operative law. Permitted development rights are inserted, substituted and omitted by later orders, each with its own commencement and transitional provisions. Logical Planning holds every provision as a dated version, so an appraisal is always answered from the consolidated position in force on the relevant date, with the version cited.
Worked example: Class MA (commercial, business and service uses to dwellinghouses) did not exist before 1 August 2021, and Part 3 Class A was substituted with an entirely different class on the same date. A scheme assessed against a 2020 date and the same scheme assessed today are answered from different versions of the same order.

Common questions
- Why does Logical Planning not simply cite the GPDO 2015 as amended?
- Because that citation does not tell you what the law said on the date that matters. Permitted development rights have been inserted, substituted and omitted many times since 2015. We hold each provision as a dated version, so an appraisal is answered from the consolidated position in force on the relevant date and cites the version used.
- How often is planning legislation checked?
- The watcher polls legislation.gov.uk and GOV.UK daily for new statutory instruments, Acts, written statements and guidance whose titles touch planning, permitted development, use classes, the infrastructure levy, compulsory purchase or devolution.
- Are detected changes applied to the platform automatically?
- No. Every detected change is recorded with its source and raised for review. A change only alters how the platform assesses sites once it has been reviewed, given an effective date and marked as implemented.
- Does the change log replace legal advice?
- No. It is a traceable record of source material for planning appraisal. Confirm the consolidated position and any Article 4 direction with the local planning authority before relying on permitted development rights.
