How housing supply changes the planning balance
What is a five year housing land supply?
Every plan-making authority must be able to demonstrate a deliverable supply of housing sites equivalent to five years of its housing requirement. Where it cannot, the policies most important for determining housing applications are treated as out of date and the presumption in favour of sustainable development is engaged, which materially improves the prospects for land that is otherwise policy compliant.
What does the Housing Delivery Test measure?
The Housing Delivery Test compares homes actually delivered over the previous three years with the homes required. Below 95% an action plan is required, below 85% a buffer is added to supply, and below 75% the presumption in favour of sustainable development applies.
How is the 5YHLS Opportunity Score calculated?
The score weights published five year supply (40), Housing Delivery Test result (25), adopted plan age (20), emerging plan stage (10) and whether a call for sites is open (5). Only components with published evidence contribute, and the coverage is reported as a confidence percentage on every row. An authority is ranked once it has a current housing pressure measure — a published five year supply figure or a Housing Delivery Test result — together with a verified plan stage; where the council has not published a supply statement the score rests on the remaining evidence and the confidence percentage falls accordingly. It is indicative screening, not planning advice.
