An authority ranks highly here when several signals point towards a live or imminent route to new allocations at the same time: an early-stage Local Plan (issues, scoping or Regulation 18), an open call for sites, a five year housing land supply shortfall, a failing Housing Delivery Test result, or an adopted plan that is old enough to be due review.
How is the Emerging Opportunity Score calculated?
The score weights Local Plan stage (35), an open call for sites window (25), published five year housing land supply (20), Housing Delivery Test result (12) and adopted plan age (8). Only components with current published evidence contribute; stale or missing figures are excluded and reduce the confidence percentage rather than being estimated.
Why do some authorities show as unranked?
An authority is left unranked where there is too little published, current evidence to build a defensible score and explanation — never estimated to fill the gap.
